I believe that's a picture of the lunar construction they're doing. I think they're building an off ramp. The Vogons requested it. Luckily the Joozians stepped in and convinced the intergalactic construction committee not to demolish the earth to make a bypass. Always such jeopardy in space, if not from comets and asteroids, from advanced (and greedy) extraterrestrial construction companies.
That doesn't look like the moon.
